Here's something creative that will be appreciated and you will have fun doing:

Make up a crossword puzzle and have all the hints be personal inside moments and jokes that only you two would know about. Put it on a poster board and add some clipart and some pictures to it!

The crossword puzzle could be time consuming and a bit frustrating ... you could do the same idea with a WORDSEARCH or WORDFIND puzzle.

Put your computer skills to work! Use Excel, get clipart from Yahoo Images Search, copy them, and reformat them, use a gluestick to put on posterboard.

Use graph paper, and pictures from magazines if you are not as good on the computer, and it will give it more of a homemade feeling.

Make chocolate chip pancakes in the shape of little hearts (or cookies, but pancakes are a little more original)
Make each other homemade cards with letters clipped from the newspaper, magazines, etc... did this in grade school and it was so much fun! Makes you feel like a kid again and gives you the opportunity to let your silly side show.
Exchange dollar-store gifts (you can find really good stuff that would be $5 in a regular store)
Most of these gifts cost little or no money. Good luck!

Easy and cheap-

Homemade candle holders in their fav colors.

Go to Walmart and get some candle holders- a few smaller ones or one large one. Make sure to get a candle(s) to go along w/ it.
Go to the dollar store and get tissue paper in a variety of colors.
Go to a craft store and get Mod Podge and small foam brushes.

Put down newspaper and put the Mod Podge on the glass, put the tissue paper on, and put another layer on Mod Podge on it. Wait until it dries then do another layer. You can layer with a variety of colors, or w/ two or three colors. It looks super neat. When you are all done be sure to put an extra layer on as a "top coat" of sorts.

No, Mod Podge is not flammable, in case you were wonderful :)

Good luck
(This is what I did for a friend's birthday- it can end up being SUPER cheap!)
