Probably not, but it is sure not a way to induce people to become your customers.

I don't think it's against regulations. It's probably just because the vault teller has a limit that she/he can carry, and making change for people probably throws off his/her count, making it harder to figure out what to order. Not 100% positive on that, just a guess!
