What is the Requirment to start Air Cargo Company ?

I would like to establish Air Load ( Cargo ) company, what should i do or plane for ? where should my base be?
i'm from Kuwait, please advise

You said a mouthful when you said PLANE for. That is the first thing, a connection with planes, air planes.
