It can't be a novel so what would it be called excatly?

i think its called an anthology.

Odds are you are thinking of an anthology. That is usually the case with such books. They usually have a common theme or author, but it is not necessary.
However, some authors have experimented in writing novels out of short stories. That is, their individual "chapters" are nothing more than seemingly un-connected short stories, usually about a specific individual character. In these cases, it would still be a novel. For examples of this, see Evan S. Connell's "Mrs. Bridge" and Tom Perrotta's "Bad Haircut." The "chapters" can be read individually, like short stories, or one after the other, like a novel.
Again, these novels are rare, and you most likely are looking for the term 'anthology.'
