I think it should be 'Scuola Materna Comunale' or 'Scuola Materna Comune di .... (with the name of the city)'.
However Comune in this context means Municipality.
Scuola materna is the nursery school for children having a pre-school age (generally from 2-3 till 5 years old).
Therefore the writing's meaning is "Municipal Nursery School"
