That doesn't mean anything; it's just a code that your computer uses to translate words written in a foreign language.

Looks like you got an email from some Russian girl looking for an American husband...just set up your browser to central European or some other similar place in the view>encoding menu. Then you will be able to see the words...copy and if you go to the Babel Fish Translation site, you can paste it there and have them translate into English...you don't have to respond to email like that...you can junk file it.
