It depends on how much you want to buy. If you're planning on buying like, an entire summer wardrobe... good luck with that; it won't happen easily. If you want to buy a few key pieces of clothing, try stores like Wet Seal, Delia's, Alloy, etc. They're pretty cheap (especially Wet Seal). Also, Forever 21 has pretty cute clothes at SUPER low prices! If I'm buying something for a special occasion, that I know I'll never wear again, Wet Seal/Forever 21 is where I head to first, usually.
As for hair tips... I don't know, I'd have to see what you actually look like/what your current hairstyle is to go in depth any further.
Make-up tips... Keep it natural! There are so many girls these day who pile on pounds of make-up when it's really unnecessary. All that a girl really needs is a bit of mascara, blush and lip gloss (eye shadow is nice to have, too, but it's not an absolute necessity). Whatever you do, please please PLEASE never line your eyes with a harsh black pencil -- it's really, quite unattractive!

Try Target and Kohl's. They have good prices and some lable brand clothes. Also ebay is a good suggestion. Many times you can find barely warn or new with tag items!

Forever 21, Charlotte Russe, Contempo or Wet Seal, and sometimes H&M are great places.. especially when you're on a budget

Kohls or TJ Max. Candies is a brand that is sold at Kohls. Good quality clothes, stylish, and cheaper than your average clothing store.

You could bead them, but that might make them look worse if you do not know what to do. American eagle has the best genes. They are $25.00. You might could wear a Juniors 0 or a 1short. khols old navy ae gap

hey go to rugged ware house...you can find some jeans for like 10 bucks and less and what u get you can make origianal...i like shopping there
