i payed for an item on ebay and it has been 3 weeks and i havent got it yet. i emailed the guy and i still didnt get a response from him and i know im not getting it and i want my money back is there anyway i can get my money back it said the item was eligible for $200.00 by paypal how do i get that money the item was $220.00

Yeah use the link in ebay to complain that you didn't receive (item not received). If you paid with paypal it will auto direct you there. Do it quick...if he still has any funds in either his paypal account or the checking acct he used when registering it will lock them up while they sort out the problem.

Paypal will ask him to provide proof of shipping confirmation. If he doesn't have that then you'll get a credit back for the entire amount.

If he cleaned out his accounts you'll be out of luck though

File a dispute through E-bay. Just go to the help button and select the Transaction and Problems category. I had this happen once and got most of the money back. Hope this helps, good luck.

1) Sellers can file an Unpaid Item Dispute.
Sellers can report an Unpaid Item up to 45 days after the transaction date (i.e. the date when the buyer commits to buying the item and the seller commits to selling it). Usually the seller must wait 7 days after a listing closes to file an Unpaid Item Dispute. However, in the following exceptional cases, the seller can file a dispute immediately:

* At the time of the filing the buyer is no longer a registered user of eBay.
* The seller and buyer wish to mutually withdraw from the transaction.

In the first case the buyer will receive an Unpaid Item strike and the seller will receive a Final Value Fee credit without any additional steps.

In the second case the seller must file the dispute for mutual withdrawal. If the buyer responds to the dispute and agrees, the seller will receive a Final Value Fee credit and no strike will be given to the buyer. If the buyer fails to respond, the seller can still close the dispute to receive a Final Value Fee credit, and the buyer will not receive an Unpaid Item strike.

Best way in this case is to file a complaint through PayPal. There are ways to communicate your views to the seller (via Ebay messages). However if he no respond, you should say you are leaving negative feedback.

3 weeks is not very long, I usually wait at least 7-8 weeks before I start complaining, the package may still be in transit.
