Is polyethylene flammable?

I have a friend who wants to use this to protect finger nails.

Yes, but your friend's fingernails are in no danger. One would have to heat polyethylene to a very high temperature to ignite it. Also, your friend's fingernails would be better protected by a polyacrylic resin.
