Whitepages.com will let you search with just a first name last name and state. I think that whenever you want to use a SS # you're going to have to pay someone. However, with a SS # (and some cash) you'd be guaranteed to find her.
With whitepages or any other free service, once you enter a name and state you'll get several hits (probably), then you need to either borrow someone's cell phone with unlimited nights and weekends and start calling them, or just pay the few bucks for the calls, so that you can figure out which one is really her.
If she got married or changed her name you have some more issues, do you have cousins or old friends who might be in touch with her? Old neighbors?

Well I think you are stuck unless you know her adress or postcode but you could try going to your nearest council records office and getting it from there or www.ancestry.co.uk
