Free link exchange sites have very low visitors. You can improve your rank by increasing the number of visitors. Put paid ads in websites that has a lot of visitors. Its worth having such websites.

it depends on lots of factors since i used to get any site to the top 10 of google/msn etc
the main factors are this
1. meta tags
2. hidden text ( to trick the search sites)
3. using google adwords
4. using doorways hidden pages lots of them about 400 are required
5. yes linking of exchange pages.
