Because the internet is only a source for information, there is no way to scan the billions and billions of people who use the internet and release viruses and considering there is no like one group who can say they created the internet, how could you make someone liable, not to mention it would be unfair to put the 1,000s of viruses people get on one person because it is the fault of those who make viruses.

I think cuz the "internet" itself is just a network of connected computers. It isn't like a company. The companies are like firefox and internet explorer. They could provide it but i'd guess they must not think it'd be profitable so they don't spend extra money on it.
