When one of my gold fish stops eating, the other tries to rally him by pushing him to wear the food is. Anyone heard of this before?

No, they are inherently selfish. I have never known one to donate to charity or do volunteer work.

Goldfish don't care about another fish. They will eat anything that comes by,including a weak or dead goldfish. They don't kmind being all alone.Your fish possibly wants to eat all the food so he pushes the other away even though he is not ready for another mouthful. The one that's not eating is probably waiting for the eating fish to leave so he can eat without being bullied.

They say a goldfish only remembers 30 seconds at a time. So in essence after 30 seconds he/she will have forgotten what just happened. I like to think in the grand scheme of things, perhaps a fish, despite his memory limitations, does have a sense deep down. A sense of brotherhood and compassion, and a genuine desire to see his fellow fish rise above the tyrannies of mankind.

They are trying to push each other off the food while they are chewing. They cannot eat it themselves at the time but they don't want the other fish to get it. It gets comical sometimes.
