To be completely fair, no. Technically an idiot has the IQ of about a two-year old and Bush is smarter than that. However he is America's least intelligent president, and not up to the awesome responsibility. Any impartial person would only have to listen to him try to answer a complex question, or speak extemoraneously, and realize this.
