The water conditions from before the cleaning and after the cleaning must have been too different and has put your fish in shock.
Example:
Your tank's Ph level before the cleaning, 9
Tour tank's Ph level after the cleaning, 7
The temperature also comes into play, like you were taking a hot bath and suddenly a rush of continues cold water comes in and puts you into shock.

What size tank is it? Did you use water conditioner? Why did you remove the fish? You should never have to remove the fish since you should only be doing water changes and should never remove all the water, you didn't did you? Was the new water the same temp as the old water?
As you can see it could be from many different things and without knowing more it is kind of hard to tell you what is wrong but it most likely has to do with the water change and not a disease.
Removing everything from the tank also removes the beneficial bacteria that keep the tank cycled, which every tank should be cycled to have healthy fish. Taking the fish out every time you clean a tank, which like I already said you shouldn't ever remove everything to clean it, puts a lot of stress on the fish and maybe this time it was just too much and possibly dieing from it.

Why the heck did you remove all the water? NEVER remove all the water from an established tank that you are putting fish back into. Where do you people get this stuff. You should never replace more than 25% of the water at one time. You probably shocked the fish. There could be a number of reasons he is acting that way. Certain fish are more hearty than other, however some are very delicate to temperature flux, water conditions etc. If you take all the water from the tank, and cleaned it you just destroyed everything you worked so hard to get when cycling. Not much you can do hun. Let nature and your stupidity take its course (sorry but you should have read up on fish before hand) Where were your fish in the mean time and how did you put them back into the tank? Float them or just dump them in? You can get away with this procedure if you are lucky, but in the long run this is what happens.
Just like people need dirt, yep dirt in the carpet outside etc.
To be exposed to bacteria, infectious parasites to teach their bodies how to deal and eliminate these pests, fish are the same way. Antibacterial is the worst thing a human can do to themselves, and they want to know why everyone is so sick these days. Fish need bacteria....good and bad. The small amounts of bacteria act like a flu shot in humans. It delivers small quantities of bacteria which enable the immune systems to learn how to fight it off. Fish need to learn how to fight off certain bacteria. Eliminating all the bacteria in your tank, does not allow the fish to acclimate. Take your old filter and put it back in for now.
This may help establish certain bacteria in the tank. You are basically cycling your tank all over again. NO NEW FISH for atleast three weeks. NO WATER changes either. (unless your nitrate levels remain at a constant high i.e. more than 60 ppm actually 120 ppm)
DO NOT ADD Ammonia to your tank. Yikes! Remember in the future, no matter how many times you "got away" with dumping your tank and killing everything in it, it will eventually catch up to you, and it has. Sorry to be so crude.
The other way to save your fish, depending on the size, if you had a double filter, take one and place it in a large bowl, on the bottom. Add your declor water and place him in it. Feed him as usual but watch your temperatures. Moving him near a heat duck will help or you will have to keep him warm. (Depending on the fish) Thiswill work until your other filter has time to bacteralize your water again. just remember if you need to change the water, leave the Bits and the filter in the bowl! DO NOT rinse them.
If you need further help, feel free to im or email me. Good luckand I hope your fish recovers.

could be just about anything. sometimes happy fish act weird. sometimes they act weird because they are poisoned by something in the water. if you just changed the water i would assume it was because of varying water temperatures and that might have stressed him. if you have any way of keeping extra water around at room temperature i would do that. i use a garbage can with a lid on it so everyone just thinks its a garbage can and don't get freaky cause its a bunch of water hanging around. people get weird about the dumbest things. but if you fill it up the day before it will reach room temperature and be closer to your tank temperature than water straight out of the sink.

it sounds like its in shock...i`m afraid you may lose it....you really shouldnt remove all the water....buy a pump (they are very cheap) that sucks the crap from the gravel...take the plants out and wash them...then only replace say half the water...you don`t say if its tropical or cold water....
