I think you can call your phone company and ask them to block the number. For your cell phone, you can go on your account page online and change your preferences.

AN incoming number?? Check your caller ID and don't answer if you don't wan t to talk to them. Or answer Moushi-Moushi (Japenese for hello? when answering a phone) and when thy try to talk just keep repeating it. It won't take long for them to give up.
