If you are talking about laser pointers, they are considered illegal to point at other people in some states. The reason for this is that a law enforcement officer could mistake a laser pointer for a weapon being pointed at him. Often external red lasers are used to sight weapons over distance.
The second reason for this restriction of pointing a laser at a person is the risk of causing temporary or perminate eye damage resulting in full or partial blindness.
The final push for out lawing higher powered optical lasers is because they could be pointed at air craft during critical manuvers such as take off or landing where blinding the piolet could result in cause the plane to crash.
Currently there are no federal restictions on low powered lasers. High yeild lasers are controlled as either resticted devices requireing the owner operator to have training and a license to operate the laser, a medical degree, or certification, or a laser safety certificate.
Even military units equiped with weaponized lasers and optics are required to have a laser safety officer, who is qualified with the correct handeling of lasers and it's ancilliary equipment.

Not all lasers are illegal. Low power ones are perfectly legal and are used as pointers during presentation, routinely. However, with increasing power, it becomes more and more likely that a person can get their retina burnt (subsequently becoming blind) if the laser is handled incorrectly, or just plain abused. There have been cases when plane pilots were targeted by lasers from the ground, potentially causing them temporary blindness. Lasers, in conclusion, are quite dangerous devices as they project energy in such a focused way that they can cause damage.

Cats are laser declawed by burning through the tissues,ligaments and bone, just as is demonstrated in that video clip. Yes it is true it is as painful for the cat when it awakes and that the cat is equally disabled. The assistant usually holds up the cats legs one at a time but looking at that video it seems the veterinarians can do it alone and faster with that cruel frame.I foresee many infections too because wood can not be sterilised properly. I am feeling ill from watching that clip, the remaining tissues must result in being not only burned but twisted uncomfortably.I can not comprehend how anyone can give a pet cat into the power of such a man or woman who will carry out this procedure in any way at all.

most lasers are legal, but only the most powerful are illegal. the reason why some are illegal is because lasers emmit radiation, so it is possible that someone can get cancer if the laser is powerful enough.

some people have safety issues with lasers causing temporary blindness that could cause serious injuries or even someone to die. ie blinded drivers hitting someone, blinded worker on a ledge falls, all kinds of scenario's that have actualy happend.
but as for a law of owning any type of laser pointer or anything like that, there are none yet.
