3. Try not to shave over the same area twice
4. use a proper razor to minimize repeating, making sure that the razor is moderately sharp (not too sharp) and the 2 blades for the most is safe.

I don't remember what website I found this on, but this is what I found by some dermatologist and it has worked, but is time consuming and probably more than you want to know...
find a good sensitive skin foam, lather it on good. use a good sharp razor ( i change mine every 2-3 shaves. i like the schick quattro and the gillette mach3turbo). they say not to shave against the direction of the hair growth, which is the cleanest shave but cuts the hairs off too short causing the skin to grow over the hair folicle, hair starts growing causes your razor bumps. after shaving, wash your skin with a benzoyl peroxide cleanser (like oxy). use a skin toner on the area you shaved (i use my wife's toner from proactiv). after the toner dries (30secs) use a good aftershave lotion (i like neutrogena razor defense. it suggests using it at bedtime to soften the hairs before shaving in the morning, never tried it tho).

Don't start shaving right off the bat. Soften the hair and skin in the shower for a few minutes before shaving. This will stop the problem of razor bumps.

Try the shaving cream for extra sensitive skin. The only other answer is try to avoid shaving every day. I know this isn't always possible depending on your rate of beard growth. It was the only thing that worked for my son, while he could get away with it. Now he has to shave every day and the cream helps some.
