Depending on the year, if its a 1994 to 2001, Ill be willing to bet that your Track bar is the culpret, but only after the tires have been properly balanced, checked for out-of round, etc
This is common with the 2500/3500's of those years. If you notice it after hitting a slight bump, aka death wobble, then its the track bar. The only way I have ever fixed mine was to get an aftermarket kit that will allow the use of a new style trackbar under the front end of the 2nd generation front end. A new OEM trackbar will only last for a while and be back to the same.
Its kinda hard to answer fully without more information

im not sure what you particularly mean by bouncing but depending on what tires you got and what size, it can stiffen up the ride a lot more especially on bad raods. i switched my f150 from toyo 265's to bf goodrich 285 t/a mt and notice a lot rougher of a ride, more road noise, more pull from side to side...etc etc. if your front shocks are worn they may not be soaking up bumps as well and acting more sloppy. stabalizer bars are more for body roll and in this case doesnt apply to bouncing. as any mechanically inclined person would know, if you need to replace parts, replace them all (as in all 4 shocks) if that turns out to be the problem. but i suspect its just your tires. i have no idea what the sand bag/pallet idea is supposed to accomplish, thats just a dumb answer.

First make sure they are balanced. One other thing that went with my 97 was the horizontal shock in the front, thats probably your best bet. Especially when you hit a bump it was bad. Lastly ball joints, napa ones last forever.

Try throwing some weight into the back end some a palet or sand bags if that doesnt work then you can try the shocks
