Most firewall software will set you up as a 'ghost ip' - from Norton to BlackIce to ZoneAlarm. Prices vary. But they can still see on the other end who your provider is and the provider can track back to you. I'd first go to Downloads.com (or something similar) and look up "firewalls." You should see ZoneAlarm there = free.

Additionally, you can download some proxy software, that will allow you to log in to other proxies and surf the internet using those IP addresses instead your own. But get a firewall before you do this.

The best solution is to stop doing stuff that will get you into trouble...
