I think you might mean the Latin "vino veritas' = in wine there's truth, meaning when you're drunk the truth comes out. :-)

In wine there is truth. The idea is that if you get somebody drunk, he will not guard his tongue and say what he really thinks. On the other hand, a guy who is drunk gets mad quicker, and he also says things in anger that he doesn't really mean. So sometimes the expression is true and sometimes it isn't.
