I'm pretty sure they don't belong to Canada. Is it something like so many miles away from shore are the responsibility of the US and likewise for the Canadian side? I'm on Lake Superior, and we have Coast Guard boats out there all the time, so it couldn't actually belong to Canada or else they wouldn't be out there.
