Yes, its the outer sheath.
They pull it off when scratching on a post or what ever.
It's dead nail, and comes off to allow the new nail to grow and breathe.

When I first found a claw outline on the floor, I thought that my kitty's claw had fallen off! Don't worry, it's normal and will help to keep your cat's claws healthy. They shed them to make room for the new layer of nail and get rid of it by scratching on things. Also, the nail is dead anyway and won't hurt the cat.

Yep, just like our fingernails, a cats claws are constantly growing. That's one of the reasons they claw at furniture and the carpet. It helps keep them sharp and helps to shed the excess nail as it grows underneath.
