If you are in construction, and laying pipe, forget inches.
As an engineer/surveyor, I don't f uck around with inches, as that is too fruaght with errors. Thow your inches tape measure in the trench and give it a funeral. Buy a surveyors tape which measures only in feet. Get a calculator if you have to. It's ok if inches are shown on the tape, but they should be faded out.
NEVER convert feet into inches. ALWAYS convert inches into, SIMPLY, feet. In your case, the 1.39 is 1.39 feet, which is measured to the closest 1/100th of a foot, a wee less than 1/8"=1/96'.
For instance, your 15" pipe is actually 15/12 of a foot, or 1.25'.
Thus, you have to cut 0.14' (0.14 x 12 inches) more than the diameter of the pipe to the invert of the pipe, which is the flowline.
Example: a 4 1/4" slab is the same as 4.25/12 feet, or 0.35'.
Also, typically all structures, like pipe, have to staked and laid to the closest 1/100 of a foot.
One more thing. I have seen level rods in the field with feet and inches. NEVER use one of these. ONLY use a level rod measured in feet to the closest 1/100.
