Dependent variable = effect

Is this right? Can these variables be used for any "cause and effect" scenario?

I'll take an experiment I did recently. We were dropping pieces of paper with different number of paperclips attached to them and measuring the time it took for them to fall. The number of paperclips we added was a level of the independent variable. The time the piece of paper took to fall was the dependent variable.

The number of paperclips caused the paper to fall faster.

Testing the effect of running on heart rate
Running -independent variable (you changed)
Heart rate- (dependent variable) (it changed)
