Water has many special properties.
Water is polar and so will attract other polar moleules (oil is nonpolar.)
Water molecules are also bonded together by hydrogen bonds (the bond between a H atom in one water molecule and an O atom in a different water molecule) which are strong intermolecular attractions which hold the water molecules together. (This is the cause of the water 'beading' on the oil, or on windshields rather than just spreading out as alcohols do.)

Hi. Water and oil have different attractions to themselves. Water beads up on a waxed surface due to it's attraction to itself. Same with oil.

Water is heavier than oil,so oil will float to the top of water.

if you ask me though water and oil don`t mix because water is more dense then oil. there for the oil floats on top of the water.
