Give clear reason why an atom with 8 electrons in the valence shell is in the minimum state of energy. And what is the basis of Lewis and Kosell's Octet Rule- Is it merely observation of valence shell configurations of several atoms or there is some strong reasoning behind it and if so what is the reason.

s - orbitals can take at most 2 electrons (Pauli's principle) and p - orbitals can take at most 6 electrons. A closed shell usually ends up with filled s and p orbitals. 2 + 6 = 8. The d - elements and f - elements have d - and(or) f - orbitals, so they may have different valencies.

the inert gases helium, neon,argon,krypton,xenon etc are stable and have stable configuration based on that only the octet rule is based.
