I think that 'anything goes' is fine, my friends say 'Festive Dress'.

Does this party encourage costumes? If so, say so. Write "Costumes encouraged" or "Costumes required" -- whichever applies.

If not, I think it's more important to note the level of formality of the dress than anything. Are you all going to be there in evening gowns and tuxedos with silly hats and beads on? Or is it "cocktail attire" (cocktail dresses for women, suits for men) -- or is it even more casual?

It's always courteous to your guests to tell them exactly how dressed up you'd expect this party to be. Then people don't come over- or under-dressed, and everyone feels comfortable.

Dress is optional
Underwear is mandatory
Seriously, if you'd like your guests to dress for this particular occasion, say so--call it "Festive" and please your friends.
