I talk a bunch of mess, but I can't fight. Plus, I like to wear cute, designer shoes that aren't good for running; and my petite behind can't haul all that fast any way. I keep my nails in a classic, short buff-to-shine style so I wouldn't have any problem throwing a punch-if I knew how. Currently, I just keep mace on hand.
What is the best way to defend myself? I am willing to pay for classes--not anger management ones though, mind you.

If you are looking to defend yourself against muggers, domestic violence, etc. there are definitely self-defense classes that you could take. The mace is a good idea. And your "big mouth" might help too, because you could use verbal responses that might surprise and scare off your potential attackers. You'll learn this in the self-defense classes. I'd check with the YWCA and local community education programs.

Get a Punching Bag and Practice on That And do Martial Arts Exercise Videos... Oh yea Punch going in a downward way cause it wont hurt ur fist as bad as in an upward way and it puts way more impact on the person.

A good sensei in any of the martial arts will teach you three things: respect for yourself, respect for others, and how to practice the art. That is to say, you first need to learn not to talk smack and then how to avoid fighting. He or she will probably teach you a fourth thing as well: never fight when angry.
Martial arts are exactly that: arts. They are to be practiced first and foremost with other artisans and, only when attacked first (or threatened first), to be used in self defense. Martial arts are not to be used in aggression or as a convenient way to back up your mouth.
Your openness in admitting that you have an anger problem but resistance in solving that problem indicates that you have a lack of maturity, which should probably be the first thing you try to fix.

I think you need to take a kickboxing class because there you will learn how to kick, jab, punch and all kinds of things. Plus you will be getting great exercise. They are usually available at the YMCA.

Jujitsu is good. It's pretty sensible; you don't have to learn a bunch of crap you'll never use.
Not Brazilian - go for Japanese style.
I took it for 2 years. I learned how to break holds, how to kick and how to punch - along with how to do several styles of strikes.
I pretty much sucked at it in general, but the punching ability stayed with me. I use it in my workouts - I love to whack the heavy bag. And I have a damned good punch for a girl. It's all about your stance, your focus and practice.
