Evil, like beauty, is in the eye of the beholder.
Evil can't be TOO evil. Is the idea that something really evil somehow becomes good? That doesn't make much sense.
Good evil might be an act done by one person, that benefits that person, but causes pain and suffering to be felt by another person. For the person doing - it is good(evil). For the person suffering, it is bad(evil).
I see evil as man's intentional infliction of pain upon another person or people. The more people who suffer at the hand (or hands) of another person (or people) the more evil the act or actions.

No there is no good evil, it would be like saying something is hot cold. They are two opposites. On the one side is good and on the other is evil. All evil is just plain bad.

Good evil is a practical joke on your wife that makes everyone smile, laugh and love.
Good evil is when something horrible happens to a bad person.
Bad evil is everything else.

The standards are set up by Religion.
You could be just a good person doing good deeds or a really bad person doing atrocious things. However, for a good person to do bad things, that takes religion.
Look at the conquistadors, they arrived in this continent and deemed the native inhabitants doomed to eternity just because of their lack of knowledge about Christianity.
Look at modern times, so many radical, extremist, hateful religions that consider evil, unclean, infidels everybody that does not belong to their faith.
Take any primitive society and introduce Religion and you have all of a sudden a set of unpractical, ignorant, hateful rules that makes all of the members of that primitive society pure evildoers.

Evil in another words is "confused selfishness", but a lot of people confuse it with "they cause me some pain", and then they turn around and cause them some pain in return, becoming another situation of "confused selfishness", so theirs evil everywhere, or theirs no such thing as evil. The rest is up to you to figure out.

murdering people or emotionally destroying someone is too evil. as for good evil i always view the police and military as a necessary evil, i suppose that could be called good evil.

Depends what religion you have! As a Christian it is either perfect or it has a blemish on it. Even the smallest blemish ruins it.
One tiny pin prick blows up a balloon. So little sin, big sin it is all just as distancing from God as the other.
Humans have sin scale though. But that is subjective and you can make the choices on your own scale if you like.
