No it refers to the speed of the pci-e slot.

The highest speed currently is 16x.

The 4x is ok for low end to some medium end videocards, if you have or buy a higher end card you should use it on a 16x slot.

The 4x slot will bottleneck the higher end video cards

The pipelines are used to describe video card features, as in Pixel & shader pipelines.
