The short answer is that placing the lead tape closer to the head of the frame gives more power and less control and closer to the handle increases control and accuracy. Placing lead tape on the edges of the head ads stability on impact.
The real trick to having good results with lead tape is to recognize that it is something that takes a lot of experimentation and should be manipulated to fit the player's style and needs. someone with a ton of head speed and a big bicep will benefit from tape at the handle a little on the outside edges of the head... but how much at each area?
In reality, only players over the 4.0 level should use lead tape at all and then only in moderation. Agassi and Sampras for instance used racquets that were taped up to over 16 ounces, but these guys both bench over 300 pounds! With that in mind, be safe with your arm and play around with the tape under the supervision of a pro who knows your game style.
