I think your question should be directed to weather and planetary behaviour. It's a physics issue about the spinning of a sphere in vacuum, but there are so many variables - as so far we are a live planet not a dead void so El Ninio, Tropical Storms and the car park at the back of Tesco,s all have an effect on atmosphere.

No don't assign an intelligence to the CFC. Do u think they just wander around the world and suddenly make a mad dash to the south pole ,to have a party and eat a hole in the ozone. It also will happen at the same date every year.
