your a young girl yet, just beginning High School, You will blossom in your own time. When it does happen, you'll be the first to know! Just wear what is comfortable for you and nothing else, don't try to impress anyone except yourself.

1. Don't worry about it too much. Looks are not everything.
When we care about someone, they become more attractive. So a person who cares about you will think you're hot stuff!
2. Many women wear the wrong size bra -- they often get bras that are too big around and not big enough in the cup. You can fit yourself; I'm sure there are instructions on the Internet that you can look up. Also, try an underwire bra for a little extra lift.
ADDITIONAL: The below answerer is right -- they do keep growing until you're about 25. I just looked it up:

Did you know that most women don't completely like their bodies?
I had practically no breasts at all when I went to high school, but then I met a boy who assured me that they were beautiful. I didn't believe him at first, but slowly I grew some self-confidence.
The funny thing is: every boyfriend I had since (every single one) has told me I have the most beautiful breasts in the world. (without me even asking)
Now I love my small breasts. They'll never get ugly when I grow older, I never have to worry about hurting my breasts in sports class, I get to buy amazing chantilly lace bras that girls with big breasts just can't wear (They always need extra support and bigger straps), annoying guys that just stare at your breasts are not interested in me, instead I get attention of goodlooking, refined, smart guys who have a degree in political science and know how to have a decent conversation...
Things will be alright. Trust me... ;-)

Well, obviously, you take advangtage of your flatness!
You can wear little tiny shirts other girls can't wear. You also probably can just depend on the bras built into camis and tanks--you dont have to worry about trying to find a bra that won't show.

Teenage years are hard sometimes but don't put too much worry into this. You are still growing and may develope late. Still dont worry about your breast size. Be proud and confident of who you are. Self confidence is one of the most beautiful and sexiest qualtities a person can have.

Don't worry about it! If the guys don't like you cuz your flat then who needs them! Be prepared that people will make fun of you. Don't listen to them! As long as you think your beautiful that's all that matters.

it's ok you don't have to worry, there are many girls out there who also have concerns like this. what matter is who you are not what you are. as long as you dress nicely it's really not a problem. also your breasts keep growing until you're at the age of 25.

Well it just depends how old you are. You still might get fuller for years to come. What you can also do is buy padded bras and underwear that can help you look bigger.

Don't worry about it. If people like you for your cup size, they are putzes. We shouldn't go around showing these things off anyway.

dont worry u will grow there r sum products that make u look bigger but then u will be a fake
