I'm not sure what your question is...if you're asking which is better, then here's an answer.
If the storage room/shed is going to be located in your back yard, on level ground, then I would recommend that over the cellar. I'm a lot younger than you, and I would go for the cellar, but I would think it would be easier for me to climb up & down stairs than you...no offense intended. The disadvantage of the outside room/shed is that the items in it can be affected by weather more.
How big is your house? Do you have a bedroom that no one is using? Could you put some storage shelves in it and use it for storage? My wife and I did that with one bedroom, when both of our daughters moved out.
