the only ingredients are oil, soy sauce, chives, and ginger. my mom used to make this but i can't remember how she did it.

You make incisions across the side of the fish,put inside all the ingredients except the oil.Now steam the fish,when you take it out of the steamer,heat the oil till nearly boiling,then pour the hot oil over the fish,giving it a nice finish.

rub the fish with the indgredients, place on a rack over a fry pan filled with water or in a double boiler , cover the fish make sure the water doesn't touch the fish and boil the water until the fish flakes off easy with the fork. Make sure you don't boil the water all gone

Sounds like the type that you wrap in foil or parchment paper and put it in the oven. Wrap the edges tightly, but leave some slack in the foil/paper. When it heats it's going to puff up.
