When a person is attacked the first reaction is either raising up arm or moving head to one side. Both gestures signify a PROTECTION from other person's moves. Both gestures signify A WALL, A BARRIER between a person and the "attacker"
By moving head horizontally (...or moving head to one side) we "create" an imaginary wall or a barrier denying access of the other persons "attack" - we say NO.
Long time ago, people knelled in front of an emperor or a high priest or any kind of HIGHER authority. As the time was going people stopped kneeling, just inclining the upper part of the body and eventually concluded with just simple nodding a head.

It was difficult to guess who WE are thus I assumed that it referers to all of us doing it.

Those who don't have other reasons not to. For example Greeks (could be we, as well) say NO in Body Language even by just slightly lifting eyebrows. This comes from just a little bit of inherent arrogance (that we have) and when one disagrees one simply "overlooks" the answer (which turned out to be physically over looking) and consequently to look over one has to lift eye-brows.

What bh8153 describes for Bulgarian is also true for Greek body language, and to a certain degree for southern Italy. So nodding for "yes" and shaking one's head horizontally is far from universal.

It might just be a matter of geogra[phy .. in southern India, to indicate 'yes' they move their heads from side to side.

Bulgarians do the opposite. They sort of lift their chin to indicate "no", and dip it to one side to mean "yes".
