The math can be complicated: if you check the monthly Visa Bulletin and factor in the time it takes to get a petition approved and to apply for and acquire citizenship, you can probably figure it out. Start here:

Brothers and Sisters of a US Citizen from India: the present date is Oct. 1st, 1995. That means that persons who have a receipt date from their I-130 of Oct 1st 1995 or before can apply.

Unmarried Sons and Daughters of US Citizen from India: the present date is April 22, 2001.

Married Sons and Daughters of US Citizens from India: the present date being processed is Jan 01, 1999.

So if your sister is unmarried it would probably be faster for your parents to apply for her after they become citizens. However, you should go ahead and apply, and your parents should go ahead and send in an I-130 for her as soon as they become residents (have a green card), if she is unmarried. Then they can send a letter to USCIS when they become citizens and change her classification. If she is married, then only you can apply for her and your parents will have to wait till they become citizens.

Note: you never know how fast the dates will advance. This depends on the number of immigrant visas used by each country and category each year. You have to regularly check the Visa bulletin that is mentioned in the earlier answer.
