I got elected last year to my local Town Council. First off, get a voter registration list. Then, armed with voter registration forms, hand deliver them to those who haven't gotten registered to vote in town yet before the deadline passes to get them registered. After the deadline passes, keep personally going door to door (of course, the number of voters you must solicit votes for may keep you from hitting everyone). Set yourself up a budget and get yard signs made. Also, send one mailer to every registered voter. Finally, during the last week or two of the campaign, call as many registered voters as you can to remind them to go vote. If your area allows early voting, let the potential voters know when and where this takes place at in your mailer.

Visit old folks, they're the only ones that vote at the city council level.
