Im pretty sure that the entire world knows, even those GOP in a state of denial, that Bush doesnt have the brains to plan anything
He couldnt lead 2 people in silent prayer much less a country at war.
He may even believe that hes actually made some decisions but hes basically a puppet thats told what to do.
If you want to ask what the people who pull Bush's strings are planning, well, it cant be good they are waging a war on all those who threaten their power and wealth, or anyone trying to prevent them from stealing more of the same
