Your vehicle. If you say it's stolen, it's stolen unless someone has a written permission, contract or document that says otherwise.
Call the police and report it stolen by an acquaintance who refuses to return a borrowed vehicle.

If the person agreed to return the vehicle in one week and did not, then you can report it as stolen, make sure you can prove the length of the loan, provide the police with your vehicle information and a possible location of the suspect and you will get your car back. Be careful, Grand Theft Auto is a serious crime and the person will be looking at a lengthy prison sentence!!

I would contact your friend first. Tell your friend you need your car back.
If your friend does not return it, give it one more try and tell your friend that if you don't get it by [insert date] you will assume the your friend has no intention of returning it and you will have to file a police report. I would suggest sending an email as well as with a phone call to have the documentation (the emails) that you told your friend that you needed it back and they can no longer use your car.
This sounds like a pain, but you are covering your behind. IF you friend refuses and you have to documentation that you have tried to get the car back and your friend has not returned it, when you file the police report, your friend can't just say "but it was consentual, we agreed I could borrow it". You have written proof that your friend had not returned it wen asked and was informed that you intend to file a report.
It sad when you try to help a friend out and they betray you. I hope it ends without a police report, but good luck to you if it does.

If you have all the papers for the car and you and your friend did not sign any agreement you should be able to report it stolen. You could also get the police to arrest the person with the car if they refuse to return it.

I am not sure. I had a friend in Houston who tried to call the police on a buddy who took his car. The police said they could not do anything because my friend gave the buddy the keys earlier so he could go to the store and get something. This guy went and came back and then took off again. This may have just been some police officers who did not want to do anything that day or they could have had a legal point. I do not know.

It's more unauthorized use of a motor vehicle than larceny of a motor vehicle. Depend on what state you're in.
