That is controlled electronically by the engine computer. You might be able to have it reprogrammed, but why would you want to that car can easily hit 100mph. What on earth are you planning to do with that car? There are few places where it is safe to go faster than the factory allowed speed. I certainly hope you don't do that or you may mangle yourself or some other innocent person.

The Speed Governor is set into the PCM programming. It is possible to have it changed at the dealership but that is 'illegal' in some states. You can however purchase a replacement PCM with a re-flashed BIOS. www.pfyc.com - Under grand prix. Look for the DHP PCM for your year of car. You have to provide your VIN# and some other additional info. In most cases, you shouldnt be going more than the set Gov. if you're not even able to know how the limiter is changed...
In my opinion... pfyc.com has fast service, great with customers... never have had a problem with them. There is a core-charge however with the DHP PCM. You would have to send in your old PCM if you'd like to recieve $100 back from your final purchase. Not only would you be buying a re-flashed PCM but it'll also have performance gains as well. (well worth if building ur car up is ur thing...). With the core you would just ship it back to the mailing address, costs I think $10 or so UPS ground, I used the same box and everything it came in...
Once you have the PCM programmed and have followed sent instructions on how to get your car running after the security learn... your PCM will be funky at first. This is because you now need a CASE learn. Crank positioning re-learn so it'll know when to shift at what RPMS. Most dealerships do it for a modest fee while others might do it for free. DO NOT! Have them re-flash the PCM!!! *IMPORTANT* Or all your settings and the Gov. lift are gone!. Simple case learn does the trick. I've found they have to do it twice in order to 'work'. First try the PCM goes to the RPM REV Limit. 2nd time should go all the way till the Engine hits Redline.

If by the speed governer you mean the device that limits the top speed, you don't want to mess with that. The tires on the car are not rated for faster than the top speed set in the factory. The tire makers do not promise that the tire will hold together above the factory speed.

It is built into the computer itself. Rev Limiter so that you don't overrev the engine and cause it to tear up. Leave it alone as these cars can't take being that sort of abuse. Not bad cars, but wouldn't want to overrev them ever.
