If an American marries a foreigner in the U.S., is it true they can't leave the country together for ~2 years? Unless they get special permission?

I'm not sure about the lenght of time during wich you can't leave the country. I think it's until your receive your official green card, so until then you need a special authorization.
It's called an Advance Parole if I remember well.
And it's not as hard to get as some other papers of that kind.
It just reminds you that you need to get very organized and that the person coming from an other country need to be sure to bring all her/his belongings that he/she will need, just in case it takes longer than expected to get the paper

If the American bought the foreigner person over from a foreign country on a K-1 visa(fiancee visa) Then yes the foreigner can't leave the country without special permission. They would need need to fill out a form from immigration and get it approved.

You can, but you need to get permission from the US Immigration for the foreigner. There also has to be a good enough reason to leave the county, such as a death in the family, work related issues, medical reasons.
