Okay, I'll take a stab at this...

1. The Prime Minister is the elected head of government.
2. This is a tough one, but I would argue that the Minister of Finance is the second most powerful.
3. I would say that the third most powerful is the head of the Privy Council...just my opinion!
4. This is "Bonhomme", the official mascot of the Quebec Winter Carnival.
5. Quebec.
6. January 26 to Feb 11, 2007. (http://www.carnaval.qc.ca/en/)
7. This is a photo of former Prime Minister Jean Chretien and Rick Mercer, a popular satirical comic sharing a lunch at Tim Hortons. It was part of a segment Mercer taped for his TV show.
8. That is Margaret Atwood, a Canadian author.

I don't know about questions 1 through 3, but I'm positive about the rest...Hope this helps!

1. Queen Elizabeth II
2. In theory, the Governor General, Michaelle Jean, the acting Head of State. In reality, Prime Minister Stephen Harper.
3. Stephen Harper the PM, if you accept the theoretical premise of #2 that the Governor General is in charge. Otherwise, the Leader of the Opposition, Stephane Dion, probably qualifies, since the Governor General can in theory ask him to form a government if Harper's fails.
4. The Bonhomme, from the Quebec City winter carnival.
5. Quebec
6. January 26 to February 11, 2007 (http://www.carnaval.qc.ca/en/index.asp)
7. That is a picture of Jean Chretien, former Prime Minister of Canada, sharing a drink with Rick Mercer, a Canadian comedian and host of the CBC news/comedy show "The Mercer Report."
8. It looks a heckuva lot like Margaret Atwood, a Canadian writer.
