No, you are experiencing infatuation. The Chinese have an ancient proverb that states: "If the person makes your heart leap he/she is not the person for you".
Love doesn't work like that. It grows and will change your heart. Once the heart leaping feeling subsides, then come back onto the answer site and ask if the feeling is love.
The feeling you mentioned if fleeting - keeping in mind that fleeting is relative and could be a few hours or a couple of years. The emotion you are feeling could develop into empathy and compassion and caring - all qualities of what we call love or it could degenerate into loathing.
It is delicate but mustn't be acknowledged for more than what it is - fleeting.

It's probably infatuation. Love is much deeper than just seeing the person. If that's the case I would be in love with every good looking dude I see. So get to to know the person and maybe oneday it will turn into love.
