The cursor has a "hot spot", which is the actual point of the cursor that has to be on the thing you are clicking. You can not move the hot spot off the screen. So if the hot spot is on the left of the cursor (the standard location) it will keep it from going off the screen. If you change to a different cursor with the hot spot on the right, you would reverse which side of the screen it can exit.

The center of a cursor is the point that has to stay within the bounds of the screen. On the regular pointer cursor, the center point is in the top left, because that's what you click with.

becouse the pointer points to the left anything far right (such as the scroll bar) would be unexcessable, the pixel at the end of your pointer never leves the screenand if you get a reversed pointer off the net its the same way only it dissapers on the left
p.s. sorry my spelling is so bad

the actual point of the cursor it on the very left edge of the cursor. anything around this single point is for only decoration or visibility purposes. it doesnt fully go off the right side, there is 1 line of pixels where the side of the mouse is visible, the side that contains the point.
