Certain emails go directly to the "deleted items" folder. There are no rules that prevent these emails from going through. No spam or spyware filters. No attachments on emails. Norton AV is turned off. 95% of new mail goes into inbox - no problem, the other 5% goes to the deleted folder with no user action.

You say that there are no rules turned on? What about the junk mail filter within outlook? You say Norton AV is off, but do you have an antispam feature?

Sounds like there's a rule set up on your mailbox that makes it act that way. Go to Tools | Rules and Alerts and see if anything is set up there that would make it do that. I only have Outlook 2003 here so I'm not 100% positive on the name of the option you need to look for. It will definitely be in the Tools menu, but it may not be named exactly Rules and Alerts. Look for Rules.
