Yes you can and it works well. You may need to add a better video card. And a few programs might be missing from your standard personal computer.

I have that exact computer. I am not using it as a server. It is fantastic! Has the ability to run multiple applications at the same time. I wouldn't trade it for anything!

You can but i wouldn't reccomend it. It's going to be more expensive, and if you use server software. (windows server 2000,2003...) You arn't going to get as good of preformance because of all the services that servers run. They are optomized for specific tasks. (fileserver, webserver...)
