the system values control system behavior, the environment, some commands adopt the system values so that certain things are uniform in operation and do not require entry of said value within the command, like the CRTUSRPRF/CHGUSRPRF...... One of the system values is the QTIMEZONE, this controls the timezone of the system for time and time when the system clock will advance or retard 1 hour.

The Windows environment has a similar setup, it is call the environmental variables
