When? I would imagine that it took place in...a wild guess...1877. Where is a bigger guess, but I'd say Washington D.C., but it could have been in Texas as well. It was used to settle a disputed election between Rutherford B. Hayes and Ulysses S. Grant. Checkout Wikipedia.

In the House of Representatives when neither Rutherford B, Hayes nor James G. Blaine had the electoral votes to be President.

Hayes promised an end to Reconstruction and was chosen by the House on that basis.The "compromise" was the deal---no more Federal interference in the affairs of States that were part of the Confederacy on one hand and the White House on the other,
